An Associate Professor of Political Science, he has a PhD. in Political Science from the University of Cincinnati (2003) with specializations in American Government, Political Behavior, Public Administration and Survey Research Methods. Dr. Spence holds a Master of Community Planning degree, also from the University of Cincinnati (1985) with specializations in Strategic Planning and Program & Policy Analysis. He attended George Mason University where he was awarded a B. A. in Geography (1981). Dr. Spence joined the faculty in 2007 after two years as a Visiting Professor of American Government at Xavier (OH) University.

He is a member of the American Political Science Association, Kentucky Political Science Association, the Urban Affairs Association, Southern Political Science Association, and the National Political Science Honor Society – Pi Sigma Alpha (1998). Professionally, Dr. Spence is a member of the American Institute of Certified Planners (Certification #10531, awarded in 1984), and the American Planning Association (Kentucky Chapter).

With over 20 years of experience in Economic Development and City Planning, having worked in both the private and public sector, in regional and municipal settings, and with experience as an elected official, Dr. Spence brings both theoretical and practical knowledge to the classroom. Within American Government, Dr. Spence focuses his research on issues of local government, political behavior, and civic engagement. His most current publications include:

Dr. Spence enjoys biking, hiking, traveling, Brazilian jazz, French wine, Belgian beer, American kitsch, Gyrotonics, and is an accomplished photographer.
